I don't know why movie sets can't simply use prop guns which would have moving triggers, but, would have barrels that would always remain completely empty. The sound and smoke of firing guns could be added with sound and visual effects in post production. The sound effects, at least, should be quite straightforward.

An explanation for why a loaded gun was on the set, but not why it wasn't checked and rechecked before being given to Baldwin or why Baldwin himself didn't check it.

This isn't going away. It was the lead story on CNN's 5 EDT am news this morning (Sunday) which is broadcast internationally.

If there is anything good that comes out of this it is the spotlight it puts on unsafe movie sets.

I've been reading about this incident, and it seems the production was a mess. They apparently had several accidental discharges on set even before this one.

It happens all the time in murder mysteries when someone wants to kill someone and make it look like an accident.

In this case, that wouldn't make any sense since the two people the bullets hit were not in the normal range of fire.

This seems to be at the crux of the problem according to the Hollywood Reporter:

"In the days leading up to the prop gun shooting, the film’s crew members had complained about work conditions, and some were replaced with non-union workers, a source close to the production told THR. Due to these complaints, a number of crew members walked off the set on Thursday morning, before the incident took place during an interior scene at a church, the source said."

Why would they even have a gun WITH a live round in it? Union member or not, that's like Gun Safety 101.

IATSE has issued a statement saying that it was a live round that killed Hutchins, and that the prop master on the film was not a union member.

It's insane to think that something like this can still happen in a major production. I image if Baldwin accidentally fired the gun, even blank shots could kill at short range.
