They indeed changed it, and that's probably why Dogtooth made the list. Once the standard committee makes their (generally pedestrian) picks, a small review-board-ish group adds a few titles. But it's like the coach's challenge in football: they only have so many cards to play, and they presumably used what they had on Dogtooth rather than Uncle Boonmee. (And someone at another site, familiar with the films, suggested Of Gods and Men was too remote for the standard committe but not cool enough for the review board, so it fell between stools)
As for changing the full composition of the committee -- I don't see that ever happening. The gig involves watching a whole boat-load of films in a short period. No one active in the industry is going to have time to take up such duty...more or less ensuring it remains a retiree activity.

It's obvious that, although you can change the system, you can't change the Academy.

After the Documentary branch changed its rules, perhaps it's time Foreign Film did the same thing. They will probably receive endless flack for leaving out the critically acclaimed Uncle Boonmee and Of Gods and Men.
