If you have not seen a film, please do not rate the film at all. Giving it any rating other than <none> is not an valid valuation.
Also, when checking eligibility, although I found two films in lists that had to be removed, I apparently missed one of them below. In the Mood for Love has been removed from the valuation list below. If you have already started your rankings, please remove it from your list. It is, officially, a 2001 release.

It was bound to be discussed and while I don't plan for this to be finished before the new year (because a number of people won't be caught up on films this year until next), I'm going to start working on it now.
This is going to go in Multiple Phases, and will be handled on a per annum basis before being combined.
All submissions are handled by PM or e-mail so as not to influence other members.
Stage 1: Every member submits five films from the selected year they want considered for the final Best-of-Decade list. Films must be released in the U.S. within the year in question. Films that were made more than 5 years prior are not eligible as we are trying to evaluate films produced within or close to the decade as an evaluation of the quality of films being produced presently. (Submission period: 1 week)
Stage 2: Once all the films are submitted, a master list is provided to the board. Each member will rate each film (on a scale of 10, 1 being worst, 10 being best). They will then rank their 10 favorites on the list. (Submission period: 1 week)
Stage 3: The tabulation will be granted two scores. One will be based on the average rank of all nominees on the list. The second will be the average rating each film receives. The two ratings will be added together and added to a master decade list.
I will not reveal any totals or results until the full decade list is completed. Ties will be broken based on the following in order: Initial number of submissions on the Five-Lists; Average Score of ranking on the Ten-Lists.

This is going to go in Multiple Phases, and will be handled on a per annum basis before being combined.
All submissions are handled by PM or e-mail so as not to influence other members.
Stage 1: Every member submits five films from the selected year they want considered for the final Best-of-Decade list. Films must be released in the U.S. within the year in question. Films that were made more than 5 years prior are not eligible as we are trying to evaluate films produced within or close to the decade as an evaluation of the quality of films being produced presently. (Submission period: 1 week)
Stage 2: Once all the films are submitted, a master list is provided to the board. Each member will rate each film (on a scale of 10, 1 being worst, 10 being best). They will then rank their 10 favorites on the list. (Submission period: 1 week)
Stage 3: The tabulation will be granted two scores. One will be based on the average rank of all nominees on the list. The second will be the average rating each film receives. The two ratings will be added together and added to a master decade list.
I will not reveal any totals or results until the full decade list is completed. Ties will be broken based on the following in order: Initial number of submissions on the Five-Lists; Average Score of ranking on the Ten-Lists.
