In the past few days, still smarting from the fact that Canada and France did not jump to his side at the beginning of the Iraq war, Bush threatened Canadian sovereignty in the Arctic, and levied a 300% tariff on Roquefort cheese from France.
Not content to leave quietly with any shred of dignity....
