I think non-nominees have announced in the recent past, but I'd have to go back and look. It is; however, a definite tradition-braker that Hawk Koch isn't co-announcing. Since I've been watching the nominations announcements live (since 1990), the Academy president has always been one of the co-announcers.

I don't think so. Dating back to at least 1990, the co-announcer (along with the Academy president) has always been at the very least an Oscar-nominee:

Per Hollywood Reporter, Seth MacFarlane & Emma Stone will make the announcements Thursday morning.

I could be wrong, but this seems a break with tradition. At least in the TV era, I think all performers making the announcement have been at least nominees -- frequently from the year just previous.

And for MacFarlane, this is probably a way to let most of America know just who the hell he is.
