It's the production company. The director has nothng to with it. Daldry's The Hours made the list in 2002. American/British co-proudctions such as Lawrence of Arabia and The Third Man have made their lists in the past.

I don't know if Extremely Loud and Incredibly Close will be considered an American film. I don't know how AFI makes that determination, but if they base it on the director, then it would be a "British" film.

If they nominated schmaltz like The Help, War Horse and J. Edgar I'm sure the exclusion of Extremely Loud and Incredibly Close can be put down to a lack of screenings.
