They do a multi-round voting process. The top 5 vote-getters were for the initial round. During the second round, members vote the nominations from only from this list, which means those who picked someone not on the list have a chance to change where their vote goes. If anything, this process encourages people to vote for something other than what's in the top 5.
Personally, I don't think they should publish the top 5 vote earners, but that's their deal. I'm fairly certain they did this last year, but I don't remember for 100% certain.
