They do a multi-round voting process. The top 5 vote-getters were for the initial round. During the second round, members vote the nominations from only from this list, which means those who picked someone not on the list have a chance to change where their vote goes. If anything, this process encourages people to vote for something other than what's in the top 5.

Personally, I don't think they should publish the top 5 vote earners, but that's their deal. I'm fairly certain they did this last year, but I don't remember for 100% certain.

What's the point of revealing the top 5 vote-getters? Shouldn't they be the nominees?

Huh?

I said Inglourios Basterds could only muster TOP FIVE votes in two categories not that it could only muster five votes.

Nine is among the top fifteen finalists in six categories but not Best Picture or Director and Inglourious Basterds could only muster top five votes in Cinematography and Editing. Harvey must be foaming at the mouth.

Awesome! I'd love for Pike to surprise everyone and come up with a nod on Oscar morning.

Not so much as a screenplay mention for (500) Days of Summer? And nothing beyond foreign film - not even cinematography - for The White Ribbon, easily one of last year's best reviewed movies in the UK.

So The Blind Side and The Messenger look like the most high profile Oscar films which didn't qualify... is there anything else?

From Awards Daily:

Over 6000 members of the British Academy vote in three rounds to decide the winners of the Orange British Academy Film Awards. The long list is the result of Round One voting, which reduces the eligible films down to fifteen in each category. Round Two voting will reduce these fifteen contenders down to the five nominees. Asterisks denote the top 5 (or in some cases 6) voted by each chapter of the Academy in this first round.
