According to the E! pre-show, it was to make it feel like a competition...fail.

I must admit, it's quite funny so far. Though the Best Actor/Actress thing at the start made no sense.

Miley Cyrus will present Best Picture. That way all the 'tween girls who want to see her will have to watch the whole broadcast to see her.
