There is nothing much to discuss about this mess.
The story doesn't really get going until nearly an hour into the running time and it's very feeble derivative stuff at that.
The actors look like they are having a great time, wish I could have said the same for myself.
And any film in which the usually reliable Donald Sutherland and Ray Winstone give terrible performances gives you a hint just how bad and inconsequential the whole thing is.
