I've never seen an explanation as to why the early awards had such an odd from-to date, which was corrected with the 1933 awards that went by a strict calendar year. Then they tinkered with that, stretching the eligibility period through January 12 of the following year beginning with the 1937 awards and ending abruptly with the 1941 awards, the eligibility period pulled back from January 12, 1943, to December 31, 1942, at the last minute.

I've never fully understood why the New York and Los Angeles release dates were so askew. Traditionally, major films had flashy premieres in both cities in the days when the stars traveled by train so a delay of a week between the two premieres made sense but sometimes a film would have a gala premiere in Los Angeles or environs as far away as Palm Springs and not have a general release until weeks later, often after it opened to continuous performances in New York. Films were not eligible for Oscar consideration unless they played a minimum of six continuous days in L.A. That explains why the release date information on IMDb. is not always accurate for films in the first decade or so of Oscar's history.

Wonder why the eligibility dates during the first few years were so wonky. Why not go according to the calander year from January to December.

It was still outside of the eligibility date for the 1927/28 Oscars which ran from August 1, 1927 through July 31, 1928.

We know that the eligibility dates were not strictly adhered to as evidenced by the inclusion of 7th Heaven which opened well before August 1, 1927 but was still running on that date whereas films that had come and gone earlier in the year such as Flesh and the Devil, Metropolis and The General were shut out. Keaton's Steamboat Bill, Jr. had opened within the timeframe so it could have been nominated but wasn't. Keaton's next film, The Cameraman, opened on August 1, 1928, just missing the cut-off.

Vindication at long last!

I finally bit the bullet and signed up for access to the Newspapers.com archives so I could research the L.A. Times and other papers. The L.A. Times itself offers limited access to their archives going back only as far as 1985 and hiding all the ads. The Newspapers.com website has all their papers in full going back to 1851.

I was finally able to confirm that Flesh and the Devil was indeed a 1927 release in L.A. The December 12, 1926 date on IMDb. is the date of the film's stand-alone premiere. It didn't begin regular showings until February 3, 1927 and wasn't reviewed by the L.A. Times until February 5, 1927. This was four weeks after the film's highly successful run at the Capitol in NYC beginning on January 8, 1927.

I also researched The Bitter Tea of General Yen to confirm that its L.A. release date was 1933, not 1932.

All That Heaven Allows, was however, a 1955 release in L.A. despite some confusion to the contrary. It had a continuous run beginning December 25, 1955, not a stand-alone premiere. It has a nice big ad in the Christmas Day edition of the L.A. Times.
