Where'd That Budget Come From?

I believe it must have something to do with the fact that the (non-musical) animated film that was originally going to be Rapunzel was scrapped after 3+ years of pre-production, and re-envisioned as Tangled. Costs from the first conception of the film are included in the budget of the completed film (it's the second-most-expensive film budget of all time, apparently)

It's also more visually spectacular, with its 3-D better integrated, than Toy Story 3.

So, I was really curious to see that Tangled had a $260 M budget with Mandy Moore as the only really major star in the cast. Yet Toy Story 3 had a budget of only $200 M and it had not only a larger cast, but had both Tom Hanks and Tim Allen.

Why is the budget so much more for one than for the other?
