Looking ahead to 1944 titles, I found four that seem at least semi-conspicuously absent from Magilla's and Penelope's lists:
First off, To Have and Have Not- presumably this is not eligible as though it was released in 1944 in New York, it didn't make it to L.A. until 1945.
The other three are Robert Siodmak's technicolor jaw-dropper Cobra Woman, the great classic of Mexican Golden Age cinema Maria Candelaria, And Val Lewton's least-known film made at RKO, Youth Runs Wild, directed by Mark Robson. Any reason to think these three shouldn't be eligible?

Ok, I'm going over the 1952 list and I've come across something interesting: Forbidden Games (Jeux Interdits) received an Honorary Oscar as "the best foreign film released in the U.S. in 1952" but then was nominated for Best Motion Picture Story at the 1954 Oscars. Which year should we go with? It's definitely a film that deserves recognition.

I don't know. You're assuming that the imdb. is correct, but Ikiru didn't open in New York until January, 1960 and was reviewed by the N.Y. Times then. I suppose it's possible that it was shown somewhere in the U.S. in 1956, but where? It would be highly unusual for a foreign film to be shown somewhere else in the U.S. prior to its New York opening.
The imdb. often contains misinformation that it later corrects. For example, they used to show Ozu's Tokyo Story as having opened in the U.S. in 1964, but recently corrected that to 1972.
