Good catch on The Smiling Lieutenant, which according to the IMDB was released on August 1, 1931, the first day of eligibility for 1931/32.

The Miracle Woman was released on August 7th and Night Nurse on August 8th.

Oddly, however, Tabu, which is also listed as having an August 1st opening, is eligible in 1930/31. Go figure.

Magilla, looking at your title list for 1930-1931, I notice you've got the Smiling Lieutenant down, but it was nominated for Best Picture the following year.

I'm assuming Night Nurse and the Miracle Woman belong to the following year as well, which is why you left them off your list.

By the way, the big losers filmwise are Bravheart losing 9 nods, while Heaven Can Wait, Master and Commander, Rain Man, Rocky and Wilson all lost 8. Losing 7 nominations each are Apollo 13, Mississippi Burning, Pepe and Seabiscuit. The Alamo lost 6.

I'm not familiar with either Devil's Eye or The Great War (La Grande Guerre) but I did confirm that they were 1961 releases in the U.S.

I edited my list to remove Phaedra (1962) and Strangers When We Meet (1960) which were in error. Victim, however, did not open in the U.S. until 1962. It is eligible in the best by the best game for 1961, but not this one.

Films that opened in Los Angeles between August 1, 1930 and July 31, 1931, but it's very difficult to research because most of the U.S. premiere dates are for New York openings which could be several months ahead of the L.A. premiere.

It's a safe bet if a film opened in New York by April it opened in L.A. by the end of July, but films that opened in New York in May, June or July may not have made the cut so be careful in those instances.
