Lucky if it would be 10% - I did a check of some of the more known well actors from the link Anonymous provided and didn't include anyone that has actually been nominated.
If the actors you mention in your list below were all given membership by the Academy the winner's circle would start looking a lot like the Cesar awards - your list is predominantly french.

In any case why should all these foreign actors be made members? Diversity? Like most new thoughts in Hollywood today this too would fall into that absurd category of taking a meaningful idea and pushing it to ridiculous lengths.

I've been compiling a list a male actors that would make appropriate members IMO and funnily enough could not come up with as many names as I could for females. This might partially have to do with that there are more films made outside of the US with better roles for women and that women do tend to get better roles in general, even if there are less of them, because women are aloud to display a wider range of emotions than men generally are.

Anyway, thought I would share the list, along with a few more actresses that came to mind. The same methodology that I applied to the female list applied to the males.

Mind you the French Cannes Film Festival can be just as mistaken. There is a long standing rumour, which makes a lot of sense, that Douglas Sirk was the choice for head of the 1980 Cannes Film Festival Jury and that someone got confused and invited Kirk Douglas. Its pretty believable as Kirk Douglas does not fit the bill to head a prominent film festival jury, whereas Douglas Sirk did.

Scarily that very well may be true which could be an indication of most of the moronic Academy members out there who wield a vote.

She certainly has a point with what she says above. Good for her that she declined.
The Academy are nuts for inviting her based on the Roman Polanski expulsion alone. They were asking for bad publicity and they got it.

Of course if Polanski was married to say an actress of the calibre of Nathalie Baye the question would be 'why has this taken so long?'. In the case of Seigner it appeared to be purely a gesture of good will that has blown up in the Academy's face.

Maybe someone mixed things up and they thought they were inviting Mathilde Seigner?

And she is still active in cinema unlike some of the geriatrics who have been invited but will either not accept or vote.
Shabana Azmi always impresses me and she has guts too. How many actresses anywhere would play the lead role in Fire. Some of the very old won't accept because they probably don't even have TVs much less DVD players. I remember when the Academy invited Emmanuelle Riva I had a little chuckle to myself because I was aware that she didn't own a TV. Hell, I have a TV but its primary use to DVD/Blu Ray. I very really watch anything broadcast on it, don't subscribe to pay TV and don't stream. It's pretty much strictly a monitor for my DVDs.

It's nice to see them invite two of the iconic Bengali stars who made waves in the films of Satyajit Ray. But I seriously doubt both Soumitra Chatterjee (now 83) and Madhabi Mukherjee (now 76) will accept. Seems too late in the day to send these two invites. This is just the Academy going waaay out of their way to fill in the blanks in order to shut off the brouhaha over the diversity issue. Quite foolish of them really.
I still think they are doing the right thing but agree its way to late. Hell, as the very least Madhabi Mukherjee should have been a nominee back in the 1960s.

I said below that I could compile a list of 100 French actresses more deserving than Polanski's wife and given time and assistance with someone more knowledgeable of French cinema than myself I still think I can but I came up with a list of more than 100 international actresses, most of which would never have been invited, and that I feel are more deserving than 80% of the actors that the Academy has invited. Also, they would make the Academy more diverse than say Blake Lively would.

I thought I would share the list. I do acknowledge that some of them are probably already members - I checked a couple of likely ones on the list anonymous provided a link to but I really don't wish to check every single person. I have also did not include any 'international' actress who has been nominated by the Academy in the past as they are likely to have already been invited. I did not include any American or British actresses but I did include Australian actresses and one New Zealand actress (Kerry Fox). Jane Birkin is the exception as most of her acting career has been in France. All of these actresses have at least 2 credits that are of note, which is more than I can say for some of those invited by the Academy.

The Deborah Lee-Furness inclusion is not a joke by the way. She is an accomplished actress in her own right. The evidence is on the screen (refer to Shame, Jindabyne & Blessed).

I know there are major omissions with the list and welcome additions but feel that this list illustrates the Academy still has along way to go:

Victoria Abril
Bibi Andersson

Fanny Ardant
Ariane Ascaride
Pernilla August
Sabine Azema
Shabana Azmi
