There are several groups, having given out for over 20 years, who announce nominations and then winners. Among them: Chicago, Phoenix, and the Online Film Critics Society.

Fairly new, but not unprecedented.

I only post the ones that come up with something out of the ordinary. In the case of Vancouver, it's the inclusion of Peter Bogdanovich in Welles' film. With New Mexico it was the Glenn Strange Award and the recognition of the kid in Girl as Best Actor for a film that is eligible for Best Foreign Language Film but no other Oscars as it won't be shown in L.A., or for that matter anywhere in the U.S. outside of film festivals, until January.
