Sort of, Zahveed. There's Traditional Visual Effects and CGI-Effects. The Oscar category is tending towards CGI effects. The more traditional and more creative effects are being ostracized, IMO.

So does that mean special effects are now a sub-section of visual effects?

The Golden Compass didn't show at all... of course this didn't mean anything as a predictor of the eventual winner, but yes... Transformers "seems" unstoppable at this point... let's see...

Special Effects in a Motion Picture: "Harry Potter and The Order of The Phoenix"... What is this? Not necessarily visuals? I mean, thank god it wasn't nominated for the Oscar, considering its visuals were quite poor, but if Transformer is the winner (in the effects-driven category) what is this?

Ha, nothing lead up to Potter winning that at the end. I thought Transformers was going to clean house completely by the way it was going.
