Films nominated for best picture didn't get many acting nominations. Little Miss Sunshine and Babel had two, The Departed and The Queen one each, a total of only six. None of the best actor nominees was for a film nominated best picture. When was the last time this happened?

My guess is that Asian countries are submitting wrong types of films, ones that are either too violent or too artistic/difficult to approach (like Yi Yi , I suppose).
